In his post-Congressional years, McCloskey continued to work to bring peace and stability to Bosnia and the Balkans. In 2002, he was named director of Kosovo programs for the National Democratic Institute for International Affairs, where he taught leaders how to govern democratically. He was posthumously inducted into the IU Academy of Law Alumni Fellows in 2008.
