Charles Howell (D.D.S. 1946) was the assistant dean of the School of Dentistry and later the dean of Temple University School of Dentistry from 1962 to 1975. During his tenure at Temple, he established several advanced degree programs in areas including oral pathology, oral pediatrics, and periodontics. Howell also oversaw a 50% expansion of the school's clinical facilities, which increased its community service. In addition, a new department of community dentistry was created, furthering education in dental health, dental epidemiology, ethics, and jurisprudence.
