Philip J. Rutledge is currently President of the National Institute of Public Management, a university affiliated research seminar center in public affairs and administration. Its national prominence and importance reflect the remarkable career of Philip Rutledge, a career which covers both the academic study and teaching of public administration, and the practice of that administration at the local and federal levels.
A native of Dawson, Georgia, where he was born in 1925, Philip Rutledge has considerable teaching and academic experience. He earned his B.A. degree from Roosevelt University, followed by graduate study at the University of Michigan where he gained an M.P.H. degree in 1958. Since then Mr. Rutledge has maintained close contacts with the teaching and study of public administration in universities and colleges across the country. A former Fellow of the Institute of Politics at Harvard University's John F. Kennedy School of Government, he is now Professor of Public Administration in the School of Business and Public Administration at Howard University. Professor Rutledge has also lectured at several other major universities, including Indiana University, Farleigh Dickinson, the State University of New York at Buffalo, and San Francisco State University.
Philip Rutledge has a more significant connection with Indiana University than his visiting lectures, important as they are. Professor Rutledge is a member of the National Board of Visitors of Indiana University's School of Public and Environmental Affairs, a prestigious group representing many facets of public affairs. Indiana University, in turn, is one of the affiliates of the National Institute of Public Management. That interplay between the study and the practice of public administration is the key to the central role which Professor Rutledge plays at a national level in the public and educational life of this country.
Philip Rutledge has been since 1946 a practitioner in the field of public administration. The executive positions which he has held on the federal level include Deputy Administrator, Social and Rehabilitation Service, Department of Health, Education and Welfare; Director, President's Committee on Manpower; Acting Deputy Manpower Administrator, United States Department of Labor; Director of the Office of Policy Analysis, National League of Cities; Director, United States Conference of Mayors. He has also worked for local government. From 1965 to 1967 he was Director of the Mayor's Committee for Human Resources Development in Detroit, and he has served as Director of the Bureau of Health Education and Community Service, Detroit and Wayne County Departments of Health. This is by no means an exhaustive list of Mr. Rutledge's significant contribution, particularly to the State of Michigan, but also to national public administration.
Professor Rutledge has accepted professional responsibilities in addition to his career as a teacher and administrator. He has served as National President of the American Society of Public Administration and as President of Washington, D.C.'s chapter of that organization. From 1969 to 1978, Professor Rutledge served on the Association's National Council, and he has been an effective member of the Executive Council of the National Association of Schools of Public Affairs. Professor Rutledge has been no less generous with his time in civic organizations.
Professor Rutledge's career is not confined to the United States.
He has lectured and acted as a consultant, often under government auspices, in Europe, Africa, Latin America, and the Middle East. In the midst of all this activity, Professor Rutledge still finds time to write regularly for publication. A former editor of Nation's Cities Magazine, Professor Rutledge remains a frequent columnist. He is also the author of several articles in professional journals on subjects related to manpower, human resources, and urban affairs.
In 1952 Philip James Rutledge married Violet Eklund. They have three daughters and one son. Their eldest child, Phyllis, was an undergraduate at Indiana University.
