William Blomquist is a professor of political science and the director of the Liberal Arts Management Program (LAMP) in the School of Liberal Arts at IUPUI. He first joined IUPUI’s faculty after receiving his Ph.D. in Political Science from IU in 1987. From 2008 to 2015, Blomquist served as dean of the School of Liberal Arts at IUPUI and led the school through a transformational period by assisting with the launch of two Ph.D. programs, the addition of the Department of Journalism and Public Relations, and the creation of the Lilly Family School of Philanthropy. In 2015, he decided to step down to return to regular faculty duties and pursue projects at IUPUI that aligned with his research interests in water resources management and public policy. Blomquist is considered an internationally recognized expert in water institutions and policies. Prior to his doctoral work, he earned his B.S. in Economics from Ohio University Honors Tutorial College in 1978 and his M.A. in Political Science from Ohio University in 1979. Blomquist received a Fulbright award in 2007 and served as Fulbright Distinguished Chair in Environmental Policy at the Polytechnic Institute of Turin in Italy. He also received the Teaching Excellence Recognition Award, Robert H. Shellhamer Outstanding Educator Award, Distinguished Faculty Award, Faculty Colloquium on Excellence in Teaching (FACET) Award, and Faculty Advisor of the Year at IUPUI. Since 2015, Blomquist has served as a member of the editor board of the Policy Studies Journal and as a member of the board of directors of White River Alliance.
