Howard joined IUPUC in 1992 as visiting assistant professor of sociology, recently served as interim vice chancellor and dean of IUPUC before returning to his position as head of the Division of Liberal Arts. He graduated with high distinction from IU South Bend, receiving a bachelor's degree in sociology and then earning both master's and doctoral degrees in sociology from Notre Dame. In 2008, he received the Hans O. Mauksch Award for Distinguished Contributions to Undergraduate Education from the American Sociological Association Section on Teaching and Learning in Sociology. Last year, he was also recognized by the IU South Bend Alumni Association with the Distinguished Alumnus Award from the College of Liberal Arts and Science.
