Barbara J. Kelley is the executive director of the Department of Regulatory Agencies (DORA) for the State of Colorado in Denver, CO. Appointed in 2009 by Governor Bill Ritter, Kelley leads DORA, which is considered the business face of the state government and is composed of nine divisions with the primary goal of consumer protection.
Prior to her appointment, Kelley worked at Kamlet, Shepherd, & Reichert, LLP, a corporate law practice in Denver. At the firm, she was the head of the secured transactions division and gained substantial experience representing domestic and foreign banks, bank syndications, borrowers and owner-developers in the structure, negotiation and documentation of complex secured and unsecured financing transactions, including leveraged lease transactions, equipment leasing and other asset-backed financings; acquisition, construction and permanent financing and leasing of commercial real estate; project financing; purchase and sale of syndicated loan portfolios; participations; sale/lease-back transactions; and public-private partnerships.
She attended Indiana University for both her undergraduate and law education, and was named as a Fellow in the Maurer School of Law Academy of Law Alumni Fellows in 2004.
