William R. Neale is a senior business partner within Krieg DeVault's Business Practice Group in Indianapolis. His practice includes general corporate, business and securities matters, non-profit entities and health care. Neale has represented publicly and privately-held companies regarding acquisitions, public and private equity offerings and other state and federal securities regulatory matters. In addition, he has advised both governmental and business entities in complex contractual transactions including the privatization and public-private partnerships of government activities. He has represented the State of Indiana, the City of Indianapolis, U.S. Filter Operating Services, and Indianapolis Waterworks in numerous cases regarding business practices.
In 1992, President George Bush appointed Neale to a three-year term on the Council of the Administrative Conference of the U.S., a government agency which advised the Executive Branch, Congress and the Courts on ways to improve the federal administrative law process. He has also been a member of the Federal Judicial Merit Selection Commission and the Presidential Merit Rank Awards Board. He is a 1970 graduate of Indiana University and a 1973 graduate of Indiana University-Indianapolis Robert H. McKinney School of Law.
