Fred Biesecker is the general counsel for the Indianapolis City-County Council, which he was appointed in 2012. Previously, he was a partner at Ice Miller's Business Litigation group in Indianapolis. He practices in the areas of appellate litigation, business litigation, federal and state contract and procurement issues, litigation involving government entities, insurance coverage issues, securities arbitration and litigation, public affairs, and professional liability.
Biesecker first joined Ice Miller in 1984, but later quit to work for Governor Frank O'Bannon as his legal advisor and as the interim Executive Director of the Indiana Public Employees Retirement Fund. He rejoined the firm in 2002. He has a B.A. from IUPUI and a J.D. from Yale University.
