Joe Loftus is a partner in the Indianapolis office of Barnes & Thornburg LLP, where his practice is focused on governmental services and finance. He also co-chairs the Public Policy Practice Group. Prior to joining Barnes & Thornburg, Loftus was senior deputy mayor for the City of Indianapolis, and before that, chief advisor to the House Ways and Means Committee of the Indiana General Assembly.
Loftus's government service practice includes assisting government and business clients in developing strategies for effectively advocating their interests before local and state legislative, regulatory and administrative bodies. He has represented both government and business in negotiating a number of public/private partnership agreements that have led to the privatization of government operations and facilities. Loftus counsels clients on public contracting and bidding and is experienced in negotiating incentive packages from state and local government for businesses seeking to invest in Indiana. Loftus was named the Best Lawyers' 2011 Indianapolis Government Relations Lawyer of the Year.
Loftus holds a bachelor's degree from the University of Delaware, an MPA in Public Finance from IU Bloomington, and a JD from the Indiana University School of Law-Indianapolis. Loftus is admitted to practice in the state of Indiana.
