Tom is senior vice president of Complete College America, a national non-profit public policy and advocacy organization that promotes legislation, policies and practices to significantly increase college graduation rates and close attainment gaps for underrepresented populations. He earned a Bachelor of Arts in political science from IU Kokomo, and then was deputy district director for U.S. Rep. Jim Jontz. Sugar was director of communications and planning for Indiana Governor Evan Bayh, and then was Bayh’s campaign manager when he ran for the U.S. Senate. He was Bayh’s chief of staff from 1999 to 2009, when he co-founded Complete College America. He lives in Zionsville.
