About Simeon Elbridge Leland

Simeon Leland, a native of Madison, Indiana, was educated at DePauw University (A.B.), the University of Kentucky (A.M.), Harvard Law School, and the University of Chicago (Ph.D.). DePauw and Northwestern Universities have awarded him LL.D. degrees. Dr. Leland served successively on the faculty of the Department of Economics at the University of Kentucky, the University of Chicago, and Northwestern University. He chaired the Department at the University of Chicago from 1939 to 1946 and was Dean of the College of Arts and Sciences at Northwestern between 1946 and 1966. His extensive public service has included: member and Chairman of the Illinois Tax Commission, Director and Chairman of the Board of the Federal Reserve Bank of Chicago, Chairman of the Illinois Public Aid Commission, Chairman of the Illinois Revenue Commission, Chairman of the Governor's Commission on Revenue, special adviser to the United States Secretary of the Treasury, and consultant to the National Resources Planning Board, T.V.A., and the Bureau of the Budget. Dr. Leland was Fiscal Adviser to Panama in 1946 and a member of the United Nations Economic Mission to Chili in 1950. Among the leadership posts he has held in professional organizations are: Chairman of the Commission on Colleges and Universities of the North Central Association, Vice President of the American Economic Association, President of the National Tax Association, and Chairman of the Board of the Federation of Tax Administrators. He is a member of Phi Beta Kappa and The Royal Economic Society. Dr. Leland has published widely in the field of government finance, including Taxation in Kentucky, The Classified Property Tax in the United States, The Revenue System of Panama, and numerous articles.
