Thomas C. Healy served as the vice president for government relations at Indiana University from 2004 to 2007. Healy earned a B.S. and M.S. in school administration from Winona State University, and Ph.D. from the University of Maryland.
Healy worked in higher education for over thirty-five years, including a twenty-six year tenure at the University of North Florida. At the University of North Florida Healy served in a wide variety of positions including dean of continuing education and external affairs, assistant and associate vice president in academic affairs, university relations, student affairs, university relations, and athletic director. From 1998 to 2001, Healy was the vice chancellor for government affairs for the State University System of Florida. He then spent three years as assistant to the president for government relations at Florida Gulf Coast University.
In April 2004, Healy was appointed the first vice president for government relations by the Indiana University Board of Trustees. In this position, Healy combined the offices of state relations, federal relations, and Hoosier in Higher Education into a new office of government relations and hired an experience director for each area.
Healy has served on numerous community and state boards and committees, including the Jacksonville (FL) Chamber of Commerce; the Florida State Institute of Government Police Board; the National Association of Intercollegiate Athletics; the Athletic Directors Association; Phi Delta Kappa; and as chairman of the board of the Tournament Players Championship Village, which partners with the Eisenhower Center in Ann Arbor (MI) to provide residential treatment for military personnel, first responders, and retire NFL players who have suffered post-traumatic stress disorder and brain and other related injuries. He has received the alumni award for Outstanding Leadership in Education from the University of Maryland, distinguished alumni by Winona State University, and was named a fellow at the Institute for Educational Management at Harvard University.
Healy received the IU Bicentennial Medal in September 2019 in recognition of his distinguished service as the inaugural vice president for government relations for Indiana University.
